Understanding Transport Assessments

What is a Transport Assessment?

A Transport Assessment is a detailed report that evaluates the transport impact of a proposed development. It considers multiple factors such as existing traffic conditions, road safety, potential trip generation, parking, and any highway improvements needed.

Often required by local authorities as part of the planning process, these assessments ensure that new developments do not negatively impact the surrounding transport infrastructure.

Transport Assessments are critical for securing planning approval. As well as providing valuable insights into the predicted transport implications of a development, they help to support sustainable travel options that align with the UK’s net-zero targets, such as walking, cycling, and public transport. If you’re working towards BREEAM Certification, Transport Assessments can also aid you in achieving vital credits for Tra 01.

Our Transport Assessment services

The Encon Associates approach to Transport Assessments

We provide comprehensive Transport Assessments for all types of developments – from residential projects to large-scale office developments, shopping centres, and retail parks.

Our reports assess trip attraction and distribution, traffic assignment, road safety, and parking provisions, ensuring that all transport-related planning requirements are met. We work closely with planning and highway authorities to provide valuable reports that are more likely to obtain planning approval.

Junction Design

Utilising industry-leading tools such as ARCADY and PICADY, we model and assess the capacity of all types of junctions. This data allows us to design safe and compliant solutions that optimise vehicle flow. Whether your development requires a simple priority junction or a more complex signalised intersection, we provide expert Junction Design services that are tailored to your site’s needs, ensuring adequate access onto and off an existing highway.

Our Transport Assessment services

Automatic Traffic Counters

For developments that experience greater volumes of traffic, we can install Automatic Traffic Counters (ATC) to collect 24/7 traffic information. Our ATCs use inductive tube technology to record the types, volumes, and speed of passing vehicles, which is essential for calculating 85th percentile speeds and visibility splays.

We can provide a detailed report of findings for issue to the relevant Local Authority to support planning applications, and offer advice on necessary design adjustments before construction begins.

Access Road Design

Every development requires well-designed access roads to manage vehicle movement to and from the site. Our Highway Engineers can design safe and efficient access roads for all types of developments that follow the Design Manual for Roads and Bridges (DMRB) and Local Authority guidelines. Whether you need to design HGV access routes for warehouses or create residential access roads with an appropriate turning circle, we’ll ensure that your access roads are fully compliant with all the regulatory requirements.

Frequently asked questions about Transport Assessments

Want to know more about the benefits of Transport Assessments?
Transport Assessments are typically required for developments that generate significant traffic, such as residential estates, commercial centres, and industrial sites. Local authorities will determine the need for a Transport Assessment based on the site location and anticipated traffic impact.
A Transport Assessment is a detailed, in-depth evaluation of a development’s transport impact. However, a Transport Statement is a much simpler report that is used for smaller developments with a lower anticipated impact on local traffic and transport networks.
A well-prepared Transport Assessment provides clear evidence that a development will not create unacceptable traffic congestion or safety risks. It also outlines any necessary highway improvements or mitigation measures made to support planning approval.
Automatic Traffic Counters collect detailed traffic data on vehicle counts, speeds, and classifications. This provides accurate insights that help to inform road design decisions and shape the overall Transport Assessment.
Yes, a Transport Assessment can help developers achieve BREEAM credits for Tra 01 (Transport Assessment and Travel Plan). By demonstrating that you have made improvements to sustainable transport, traffic management, and site accessibility, your project is much more likely to obtain its desired BREEAM rating.
