Understanding Travel Plans

What is a Travel Plan?

A Travel Plan (also known as a Green Travel Plan, Residential Travel Plan, or Workplace Travel Plan) is a strategic document that is designed to manage and mitigate the traffic impacts associated with new developments. It actively promotes sustainable transport modes such as walking, cycling, public transport, and car sharing, helping to reduce reliance on single-occupancy car travel.

Travel Plans are typically required for developments that are expected to generate significant traffic, such as offices, retail parks, or housing estates.

Travel Plans are essential for achieving planning consent in many UK locations, and they offer a wide range of benefits. By minimising car dependency, they help to lower local traffic congestion and air pollution, further aligning with the UK’s net-zero targets. They also improve accessibility for everyone on the development, including those without access to private vehicles. If you’re working towards BREEAM certification, Travel Plans can also aid you in achieving vital credits for Tra 01.

Our Travel Planning service

The Encon Associates approach to Travel Plans

Our robust Travel Plans help to reduce congestion and mitigate the environmental impact of single-occupancy car travel, while also satisfying local planning conditions.

We begin by thoroughly assessing your development’s current travel patterns, interrogating the TRICS (Trip Rate Information Computer System) to gather baseline data on methods of transport, frequency of trips, and any barriers to sustainable travel. We then identify any sustainable transport enhancements that could be made, providing recommendations on infrastructure improvements, car sharing schemes, and public transport use.

At Encon Associates, we recognise the importance of engaging with employees, residents, and local councils early on in the travel planning process. We manage consultations that address the needs and concerns of site users and local communities, ensuring our Travel Plans are practical and widely supported. However, implementing a Travel Plan is only the beginning, and ongoing monitoring is often a mandatory requirement for planning permission. We will track the effectiveness of your Travel Plan over time, making any necessary adjustments that align with your targets and ensure Local Authority approval.

I have worked with Tyler on a couple of projects recently and have been very impressed with the service provided to date. In an industry which typically needs information “yesterday” he has always met the tight deadlines promised with competence and diligence. On this basis we will continue to work closely with Encon and look forward to forging our relationship further with them on other future projects.

Frequently asked questions about Travel Plans

Want to know more about the benefits of Travel Plans?
A Travel Plan typically includes the following: a baseline assessment of the development’s current travel patterns, followed by recommendations on sustainable transport and infrastructure, and finally a robust monitoring and review framework.
Travel Plans are often required for commercial, residential, retail, and educational developments that are likely to generate significant travel demand. Requirements for Travel Plans can vary depending on Local Authority requirements, but they are commonly stipulated as part of UK planning conditions.
By reducing reliance on private car use and promoting sustainable alternatives like cycling, walking, and public transport, Travel Plans can help to lower carbon emissions and reduce air pollution within an area.
Most local authorities require Travel Plans to be monitored once per year or once every two years. Regular updates and reviews are essential for tracking your Travel Plan’s effectiveness and maintaining compliance with planning conditions.
The site developer or occupier is usually responsible for implementing and maintaining a Travel Plan. The process often involves ongoing collaboration with local authorities and community stakeholders.
